It was there in XP, but it got bumped in Vista for the bloated personalization panel. Thankfully, it's back in Windows 7, providing 2-click access to resolution changes.

Probably one of the least obvious enhancements is the omission of sidebar while maintaining gadgets. Bought a new laptop with Vista and I turned off the sidebar after 3 weeks, but I use Yahoo! Widgets on the XP machine (no built-in widget support of course) where I don't have to have a tray for the widgets.
