FastStone image tools
From the quick and dirty tools category, FastStone image tools work well and don't ask many questions. There is the Image Viewer (which is a browser, image editor, and converter), Capture (a screen capture utility that captures almost everything on screen, even flash), MaxView (a image viewer), and Photo Resizer (a batch converter, renamer, resizer). I use both the Capture application and sometimes resizer when I have a lot of pictures all at once that I want to convert or rename. They aren't by any means Adobe quality picture tools, but they work fine, and the are cheap too. You can't get much cheaper than free.
So, just how good at time waster games are you? Think you've got the stuff? Well, The World's Hardest Game 2.0 doesn't think you do.
Yes, amazingly, it's possible to have a sequel to a game called "The World's Hardest Game". It doesn't seem logically possible, since if the first one was actually the world's hardest, how could another one come along and share the moniker? It made me doubt the name in the first place. Except for capture, these tools fails to impress. irfanview does everything much better, including teh batch conversion, resizing and renaming. It is also an excellent viewer.
But capture can help, as printscrn dosent capture vid layers and all usually.That said, i havent yet tested it with video.
However, being freeware, this set of tools is excellent.

I tryed all major freeware image viewer (Irfan, X'n, etc) to replace my non-legal ACDsee and I only kept this one for this reason, its the only one that can filter resized pictures in realtime easily. Zoomed pictures looks much better than in Irfanview (which supposedly can do the same thing, but wouldn't do it at first when I put the option on, and later would do it using 90% of my CPU, this is even mentionned in the options).
Also I just love the hidden full screen menus in Fast Stone. So even if I have at least 10 things I'd like to be better in FS, it beats all the other ones IMO.
Give it a try and see :)

The Image browser contains all the other apps in one. I been using it for a while. It gets better, it lets you create a portable viewer on a stick.

A bit out of topic : regarding the renaming thing, have a look to Downloader Pro (http://www.breezesys.com/Downloader/features.htm) : IMHO, the best tool ever for your digital photo workflow (has all the features I used to love from separate tools : jhead, exifmanager, etc.).
