MacMerc has a great tutorial on making any photo look like it came from a comic book, along with a free Photoshop action to streamline the process. Give it a try. And if you like the comic look but want even more control over your images, check out Comic Life, a great (but Mac-only) program that has tons of effects and tools for photo-comic creation.
